Is there any way I can petition for a tuition waiver for a master's program?

Tuition waivers and funding are usually only given to the most promising applicants to the program. They are not distributed on a first come first serve basis. I would suggest looking for scholarship money outside the school, or perhaps contacting this woman's superiors to find out what the real issue is.
